Any person seeking Legal Aid may submit a request for Legal Aid personally, either in writing or orally, to a Legal Aid Office in the applicant’s place of residence or at any other convenient location.

Where a person requesting Legal Aid is unable to submit the request personally, a family representative or relative may submit the request on their behalf.

Village Administrative Authorities, schools, hospitals, or other organizations that identify persons requiring Legal Aid may submit a request to a Legal Aid Office at a convenient location on their behalf.

Persons seeking Legal Aid who are unable to write or unable to directly access Legal Aid services may contact Legal Aid organizations by telephone, text message, or other communication channels.

Where a person requesting Legal Aid is unable to personally make a telephone call, send a text message, or use other communication channels, family members, relatives, or relevant organizations, such as Village Administrative Authorities, schools, hospitals, and other organizations, may contact Legal Aid organizations on their behalf.

In addition to the methods mentioned above, Legal Aid may also be requested through other methods.

The Legal Aid Office shall receive applications or requests for legal aid by recording them in the registration book, assigning a reference number, recording the date of submission, and issuing a document receipt tracking slip to the applicant as evidence.

Oral or direct requests or referrals, including requests made by telephone or other non-written means of communication, shall also be recorded in the registration book and processed in the same manner as stated above, with a reference number and date recorded and communicated to the person making the contact.

The Legal Aid Office shall review and decide on the provision of legal aid within five working days from the date of receipt of the application or request.

In urgent cases, requests for legal aid shall be reviewed and decided on an expedited basis to provide legal assistance without delay.

The Bar Association or relevant organizations shall appoint a lawyer or civil servant as a representative to provide legal aid within three working days from the date of receipt of an individual's request or a referral from the justice sector, the Lao Women's Union, or other relevant organizations.

The Legal Aid Office or the Bar Association shall submit a request to the Legal Aid Fund for consideration and approval of the use of the Legal Aid Fund budget for legal aid activities, including expenses for appointed lawyers or civil servants.

The Secretariat of the Legal Aid Fund shall review and submit a request for approval of the legal aid budget from the Fund's Management Board within three working days from the date of receipt of the proposal submitted by the Legal Aid Office or the Bar Association.
