On 9 June 2026, the team from the Justice Office of Viengphoukha District, Luang Namtha Province, conducted an outreach activity to disseminate Decree No. 77/PM, dated 28 February 2018, on free legal aid services. The team also provided a legal consultation desk and delivered awareness sessions on the Penal Code and Civil Code to the villagers of Thaluang Village, Viengphoukha District, Luang Namtha Province.

The session was chaired by Mr. Phonexay Keopasert, Deputy Head of the District Justice Office. It was honored by the participation of Mr. Chonka Vasaysee, Village Party Unit Secretary and Village Head of Thaluang Village, along with village organizations, the elderly and Front members, as well as local residents. A total of 31 participants attended, including 14 women.

The objective of this activity was to disseminate legal information and provide legal consultation services in order to enhance the understanding of village authorities and multi-ethnic citizens regarding the Party’s policies, the Constitution, laws, and state regulations issued at different stages. It also aimed to raise awareness of legal compliance, strengthen state and social governance through the rule of law, and contribute to building a peaceful, civilized, and just society.

Through the dissemination session, it was observed that participants showed strong interest, raised issues for discussion and experience sharing, and actively exchanged views in a lively atmosphere.

In closing remarks, Mr. Phonexay Keopasert emphasized that village authorities and residents should pay attention to and take ownership in preventing emerging negative phenomena, as well as jointly resolving various local disputes to ensure peace, civility, and justice, and to gradually advance toward a rule-of-law state of the Lao PDR.
