On 17 September 2026, in Vientiane Capital, the 2nd National Legal Aid Conference was officially convened, together with the official launch of the “Legal Aid Website,” aimed at expanding channels for providing legal information and legal aid services through an online platform.
The conference was co-chaired by Ms. Sisouda Sophavandy, Deputy Minister of Justice, and Mr. Thomas Ramma, Chargé d’Affaires of the Grand Duchy of Luxembourg. Representatives from relevant domestic and international organizations and institutions attended the event.
During the conference, Ms. Sisouda Sophavandy stated:
“Legal aid and voluntary or pro bono legal services are important mechanisms for enabling people to have equal access to the law and justice.”
Legal aid services, including free legal advice, are provided for under the Law on Lawyers and relevant decrees. These services are implemented through the justice sector, the Lao Women’s Union, and the Bar Association in various forms, including legal dissemination and mobile and on-site legal consultations. The Bar Association also provides pro bono legal services. Other activities include the publication of legal manuals, brochures, posters, short videos, and the development of websites.
At the conference, participants also exchanged views and discussed ways to strengthen knowledge, enhance the capacity of personnel, and utilize technology to make legal aid services faster, more transparent, and more equitable.
During the conference, participants heard presentations on the principles and key aspects of legal aid, as well as exchanged views, lessons learned, and practical experiences. These discussions served as a basis for developing legal-sector personnel and jointly improving justice services so that people can have broader access to the law and justice.
Following the conference, participants officially launched the new “Legal Aid Website” to facilitate easier access to legal information and services. The website was supported by the Government of the Grand Duchy of Luxembourg through the Programme for the Promotion of the Rule of Law, Access to Justice and Good Governance. The initiative is intended to facilitate people’s access to legal information and enable them to request legal assistance conveniently and efficiently through an online platform.
